ICT Infrastructure and Research Priorities of Ghanaian Research Institutions

This document is divided into 6 parts. The first part describes the research focuses of the various
research institutions. It presents analysis of areas of research per umbrella organizations and also
looks at funding sources of the institutions. Some of our findings were:
• Ghana’s main focus is on Agriculture - food production and processing, animal breeding, and
plant genetics
• Agric Research Institutions are majority - Of 25 institutions interviewed, 17 focused on Agric.
• Non-Agric Research Institutions do Agric related research - Food Security, Integration of Fish
Culture into Agric, Plant yield analysis, soil texture analysis
The second part centers on the IT infrastructure of the various research institutions, cataloguing the
hardware and software in use and connectivity available. Some of our finding were:
• PC to Researcher Ratio is approx 1-1
• About half of Institutions have LANs
• Databases were being developed and maintained
• Research and Educational Network (REN)
Part three gives an overview of the state of ICT in Ghana in general, focusing on software
development, web applications development, hardware availability and training opportunities.
• ICT Policy accepted
• Human Resource Expertise Available
• Multimedia Centre
• Silicon Valley Project (on drawing board)
The forth part gives an overview of the communications infrastructure. It goes into detail describing the
various service providers and gives indication of the communications backbone in place
• Ghana Telecom
• Voltacom
• Other private commercial networks
• Mobile Phone Networks
– Spacefon
– Mobitel
The fifth part presents the Internet services available in the country.
• There are 51 registered ISP’s and less then half are operating
• Services available are, Dial-up, DSL/ISDN, VSAT, Radio and Fibre
The final part contains recommendations emanating from the study.
